These few passages are all said by Shakyamuni Buddha:
Shakyamuni Buddha told Shariputra that everyone should believe the words that He and all buddhas have spoken. In this Amitabha Buddha’s Pure Land, once one reaches it, one will not regress, that is their minds will not regress.
This includes those who have already been born, those who are currently born, and those who will be born in the future. “Already born” refers to those who are already born in that land, “will be born in the future” refers to those who are destined to be born in that land and “currently born” refers to those who are currently in that land. “Already born” is a very broad term, encompassing bodhisattvas like Avalokiteshvara, Mahasthamaprapta, and all other bodhisattvas.
Because this sutra is very simple and straightforward, there’s no need for explanations; everyone already understands. It was thus very fast to expound the dharma, therefore soon we are finished with this dharma.
I believe that Shakyamuni Buddha often repeated this sutra when he taught it, to reinforce everyone’s impression. Therefore, the sutra repeats itself many times, both at the end and at the beginning. Those of us listening today are in fact millions of times more intelligent than people of that time, so we don’t have to talk again about those that repeat. You all would understand it better than me when you look at it.
